throughout Dawn of Everything, Graeber and Wengrow refer (somewhat sporadically) to three basic forms of freedom
 
"freedom of movement" (396), the "freedom to disobey" (426) and the "freedom to shift and renegotiate social relations" (398)
 
this third one includes "the freedom to make promises," see 426
