Graeber and Wengrow suggest, intriguingly, that early administrative settlements (see separate note on "village bureaucracies") may have operated on "an overt ideology of equality" (423) and that their "administrative tools [may have been] first designed not as a means of extracting and accumulating wealth but precisely to prevent such things from happening"
