1974-present: The resurgence of torture

 
Sluka 3: "[I]n 1996 over half of the world's governments were guilty of using torture on a systematic, institutionalized basis —that is, as a 'normal' mode of governance. This startling development was first highlighted by Amnesty International in its 1974 Report on Torture, which pointed out that torture had suddenly reemerged and reached 'epidemic proportions.' In the 1970s, about thirty-five countries worldwide practiced torture on an 'administrative basis' (Chomsky and Herman 1979). By 1988 Amnesty International was reporting that over half of the world's governments were torturing or otherwise 'mistreating' prisoners, and at the end of 1989 the UN Commission on Human Rights reported that the year was marked by a 'resurgence of torture' by government interrogators."
