"Security" vs "safety"

Beck 96: "Safety is the feeling that you are not threatened. Security is the feeling that you are threatened but that you are protected from the threat."

since "the post-9/11 security program did not make a meaningful difference in how people perceive the safety of air travel," Beck suggests that even referring to it as "security theater" is misleading (since it fails to really increase either "security" or "safety")
